When I recently cruised, we went through xray machines and metal detectors before boarding. Then every time we went off the ship, our bags were xrayed coming aboard again. They were really going after the alcohol in bags. They'd "Check" it for you and you get it when the cruise is over. Revenue preservation. They also had information regarding knives, guns etc being prohibited. It felt similar to airport checkin.

Small signal mirror in my PSK.
US star flash signal mirror in my vest. (Didn't wear that all the time though...)

Ok, I decided I am going to carry a whistle on a paracord lanyard and a bic on me, those shouldn't be bothered right? Then in my carry on bag I am going to put a small Wenger SAK with built in LED, a maglight, a BSA sparklite, some paracord, a mirror, and a sewing kit. In my suitcase I am going to put my Leatherman sideclip. That way I am taking enough so that I feel comfortable, yet it is of stuff that I wouldn't feel to bad if it was confiscated, stolen, or lost. I talked to a friend of mine who went on a cruise recently and said it is like airplane security for carry on stuff.
