J-List a ton of weird things like that. Not sure what these are but I'm sure they aren't any cheaper than anything here after the shipping from Japan is factored in.

Amazon.co.jp lists the ingredients as: flour, sugar, edible vegetable oil, nonfat dry milk, peanut flour. You can see it for yourself if you read Japanese:

Super Sonico survival biscuits

It says it meets the SOLAS standard.

Edit: argh, this website doesn't do Japanese characters, which are in the URL. You'll get a 404.
