What is a high quality camo tactical backpack ? I often see tactical pack pack made poorly compare to civilian model?

Maxpedition may also be a good source, again not cheap but reportedly VERY good. No affiliations and no personal experience but have always heard good things. have also always heard good things about the Becker Patrol Pack. Again no personal experience or affiliations. Hope you find what you are looking for.

The Kelty MAP 3500 is a very good pack (tactical), available at http://www.amronintl.com/kelty-map-3500-three-day-assault-pack.html. Comfortable and durable and holds plenty of weight when necessary, but I tend to pack it out at 25 lbs for a 3 day hike and its ultra comfortable for that. Its available in multicam and several desert tan variants, I like the Coyote and Foliage Green for non-camo environments. Preferred pack of the USN SEALs, and I've spotted soldiers at airports carrying Kelty MAPs headed out on deployment, and they liked this pack. I've used one MAP for several years going on hikes and day hikes, and hold GHB stuff in two others, do a forum search and you'll find my reviews and endorsements. $120, with occasional price drops to clear excess inventory. I've gotten new MAPs for as little as ~$75. No affiliation with or compensation from Kelty or Amron, just a happy customer.

Hope you find what you are looking for. The Becker Patrol Pack is one of my favorite packs (mine, sadly has been stolen) they are made by Eagle Industries and they were designed by Ethan Becker.

Well, no one has mentioned it but for about $30 you can get an alice pack and frame, which is pretty bombproof as far as packs go.
For about $55 you can get a Hellcat (an ALICE pack with MOLLE kidney pads, shoulder straps, and MSS carrier on the bottom) which is supposed to be significantly more comfortable.
Best bang for your buck IMO.

How tactical do you want to go? What size do you require? Do you want to use belt order or webbing as well? Carry Military Radio? Expandability using other pouches (PALS Molle or PLCE) The Karrimor Tecmac 50/Predator 45 is quite a useful Tactical Backpack, it works very well with a PLCE webbing set for better weight distribution for heavy load outs and with twin 15 litre PLCE side pouches and Karrimor Yoke you could get a very flexible system. http://www.youtube.com/watch?v=qQmgIYh8vOYhttp://www.youtube.com/watch?v=-moeHA9chaIIf you need to care a huge load then the Karrimor Sabre 80-130 litre would be a good starting point. http://www.youtube.com/watch?v=UkrPiKwYiGQ

If the OP were to be more specific, it would e possible to give more specific answers. There are many high quality packs available on the market today; "tactical" tends to be a marketing buzzword and nothing mre.
For what it is worth, i have a Maxpedition Vulture II which is an adequate work pack. It is quite sturdy, but otherwise, nothing special. With a pack, fit is everything, and that varies with the individual. Also, the smaller the pack, the more likely it will fit fairly comfortably. Kelty and Mountainsmith are two brands, but not the only ones, which make well designed, sturdy packs.

Well, I'd suggest a medium over a large anyway ![wink wink](/images/graemlins/default/wink.gif) Ideally the Hellcat mod which helps in the comfort department too. No doubt there are better packs out there (and more comfortable), but like in the case of the Alpine Salient, they're usually in a completely different price category ![smile smile](/images/graemlins/default/smile.gif)
