We're going through something similar here in Central Florida. For many years the Black Bear population was in decline, but through conservation and adding them to the protected animals list....they're coming back.
Last week, I seen on another website that your state .gov may be removing black bears from the protected list. IIRC, this decision should come down on June 27 or 28th.
