I was looking at pix from the scene of the jet crash in VA Beach on friday, and a couple of them I can't explain. Firefighters, can you explain what the FD and civilians are doing building cribbing around a charged fire hose in pix 19, 47 and 50 at

I think its interesting that they have civilians moving the blocks from a fire truck and assisting with the cribbing, or whatever it is they're doing.
Anyone have any ideas of what's going on?
