I think he was talking about water that had been used in with MRE heaters. Those are a big chemical tab that you put in water and the reaction releases heat, hydrogen, oxygen and leaves all kinds of things in the water that you DON"T want in you. I'm not sure if they are nessacarily toxic, but I'd just as soon not be the test subject.
