Actually, he is a little light on climbing gear. I assume they wear a climbing grade helmet routinely, but it would help to have a few slings, some small pieces of protection (cams and chocks), and a harness with minimum rappel gear. Most groups work out group gear, and with time and experience, one learns what works best.
And in some operations, you simply have to adjust your load. The basic pack would not work at all in most cave rescues, for instance. In order to keep weight down, SAR people tend to be attracted to light weight items, provided there is not loss of utility. I often carried an alcohol stove, which worked fine during most of the year in Arizona, but in his area, a liquid fuel stove is probably the best bet.
