Be wary of "rescue hooks" with "V" shaped blades. I tested one of Leatherman's prototype hooks with that blade design. While it did cut seat-belt webbing OK, just about any material not as stiff (including rope, paracord and tubular webbing) would foul the blade rather easily.
Hooks with curved blades, for example Benchmade's or straight blades like the Ontario Model 1 Rescue tool work better with a variety of materials.
