Information is exactly why having and using a highly capable digital scanner is so helpful. Hearing the agencies around you as they respond gives you nearly instant information on the situation. They aren't inexpensive and can be complex to program but it's the next best thing to being there.

With sites like RadioReference.com you have all the info you need to program the radio. (I do this for my commute and for any roadtrips I have planned. Including Colorado to Seattle and back last Christmas.)
