My car-carried Get Home Bag assumes an EMP has killed my car, everyone else's cars and all electronics. So the only electric stuff in my GHB is a flashlight. (EMP won't kill flashlights or batteries) It's basically austere camping equipment for a couple of long days of walking.
All but the lowest-end LED flashlights have driver circuits, and are vulnerable to EMPs.
Because incans are so fragile and power-inefficient compared to LEDs, I don't have any. I do have a few LEDs without circuit boards, but it's not clear to me if an EMP will kill an emitter that doesn't have a driver circuit. It's also not 100% clear to me that an EMP wouldn't burn out incan bulbs.
If you do carry incans, be sure to carry at least one spare bulb and plenty of batteries.
