That article is worth printing out and putting in my hurricane supplies. We had a lot of shady characters show up in our neighborhood after hurricane Ike but only a few of us were willing to deal with them. Most people's mindsets were "only police can do that" but there were no police available. The key message was stay calm and respectful, don't put on macho hard-ass displays...until you need to.

Should this be the type of thing a Neighborhood Watch be briefed on? They seem to be the closest thing to a civilian authority after the cops.
Unfortunately, my neighbors are mostly a bunch of babies, and there are a couple of overbearing personalities who know nothing but think they know everything. Does anybody else have that problem?
There's a free CERT & NIMS seminar at a local school. I can encourage people to attend. I figure anybody who would attend that would be interested in joining together to form a local civilian authority if need be.
