You would probably be better off with the Pelican containers as they have provisions for locking and are designed to ward off breaking and entering. In a bad situation, even in an emergency shelter, you are going to have someone trying to steal from others. The Coleman cooler would work only if you designed a cross chain or bars that could be padlocked.

Definately bringing back this post from the dead, but I found a container that matches my "requirements".

It is a 37" Work Bin with Wheels from Contico. In the Grainger catalog, it is catalog number 1RG79, the Contico model number is UK3725W. The deminsions are 37"x21"x20". The price is about $60, and weighs 33lbs for shipping.

Does not appear to be waterproof, but for what I was going to use it for, not an issue.

I picked up something that looks a lot like this at home depot. Its made by Stanley, the lid is removable with latches at both ends and has two removable trays inside for about $45.
