The goats are a non-native species introduced to the park by hunters years ago. The park has relocated quite a few in the past. Time to allow some hunts there it sounds like. Washington is a shall issue state, so if you pay your $60 and get a concealed carry license, you can take a weapon with you into that National Park for self defense it would seem.
