At the machine shop we used to call them Articulated Ring Machine Screws
or Articulated Ring Bolts If I recall correctly, but it's been a long time.

Thseng, for what you are using it for you might want to think of using a safety wire screw and just make your own bail. Or use an existing fastener and drill a hole through the head and make a bail to fit that. And i am not saying that you can't find what you are looking for, it just might be quicker to fabricate one.

RayW, that's exactly what I concluded. It apparently is just not an off the shelf item.
