Yes, it's, at face value, a joke. But it does have some really important tips on group dynamics.

I'm still waiting for someone to explain to me how to tell the difference between a politician and a zombie. Is a zombie just a politician without decent makeup and a publicist?

The differentiation can, at times, be difficult but the nature of the the elected depends entirely upon what sort of politicians you elect and, if lively at first, you fail to prevent their conversion into the shambling undead.

We get the legislators we deserve. Failing active engagement by the citizenry we get the best that corporate money can buy. Given that most Americans cannot name even those few federal legislators representing them, which is exactly how the corporations want it, we have fallen far from the ideals of the founders.

The social dynamics of survival groups and the wider nation to legislators are not entirely unlike. Both are better if positively engaged with frequent small touches as you work toward common goals.

Hey,That Yellow sign bears a Striking resemblance, to a few signs I saw in San Diego county,Near the US/Mexico border,:)
