In 40F degree water even wet suits wouldn't be appropriate. A dry suit would be required. Maybe they thought they weren't gonna get wet. I suspect your are correct and that they died from hypothermia first before simply drowning assuming of course they could swim in the first place!! Chances are they probably weren't very good swimmers either. But hey they had a raft and Bear Grylls said its the quickest way out of the high mountain wilderness!! shocked
