You mentioned a winter weekend. Do you have cabins? One program could be to have troops inexperience with winter camping learn how to do it while spending the weekend in cabins. Sounds wierd perhaps, but it could remove resistence becasue it takes out the risks and fear. Then have them follow up with a weekend in tents.
