Good news - the company (Howard Glass) that makes the military issue MIL-M-18371E glass signal mirrors with retroreflective aiming grids does sell to civilians through distributors. See Doug Ritter's article: http://www.equipped.org/phony_signal_mirrors.htm

Bad news on the size, though. AFAIK (and I know a lot about this) the military issue MK-3 mirrors have only been made in two sizes: 3"x5" and 2"x3". Doug has Mil-Spec MIL-M-18371E linked to his article, and you can see in the preamble here:

that 2"x3" and 3"x5" are the two sizes. I also have copies of versions B & D of this spec - version B had only the 3"x5" version. Of course, you could cut a 3"x5" down to 3"x4" if you were careful about it.
