Only when there's enough snow. I've seen kids carefully sweeping sidewalks to collect enough to build a 2' (60cm) snowman.

One boy creatively made a fairly large mudman (not exactly round) and carefully applied snow to the surface, then ran in and insisted his dad come out and take a photo of his 'snowman'.
