"It was the second time this summer that Carroll had to be rescued. He got lost in June after climbing Mount Healy in Denali National Park." -The Daily Herald

While I wouldn't charge most lost hikers for rescue if I had the power over such things, this guy makes me believe it's perfectly acceptable to fine some.

Carroll has done a lot of hiking, and most of his trips have ended well. Even so, it makes me wonder if it's just bad luck that he was lost so badly on two separate occasions that he had to be rescued or if it will happen again.
