In the first few minutes of a mass casualty incident I am not sure it is realistic to count on those supplies lasting very long, most likely you will be tapped out pretty quickly. If you are suggesting carrying those items for personal use, certainly you could include those items in your kit, just be sure to have the proper training. Pete
