The good news is that it looks like lower resolution solutions will be, barring unexpected failures, readily available. The bad news is that, barring an accelerated launch schedule, high resolution solutions may get iffy in a few years.
I didn't realize that the US provided the constellation of GPS satellites for the world with no compensation from any other countries. If we had a few other nations kick in some money, it might be easier for US Air Force to get thru the next generation modernization they talked about. I'm sure funding for anything is tight in the services now. I have to assume that virtually every country benefits from GPS at this point, certainly all of the maritime nations.
I suspect the other countries would also then like a say in the operation. Because the USA can now shutdown air travel, road pricing and a lot of services that rely on GPS clocks, the Eu , China and Russia are investing billions in their own systems.

Russia already has their own GPS-like satellite-based navigation system (GLONASS) and Europe is in the process of building their own (Galileo). Galileo should be functional by 2013.
