I'm curious, can't find anything that supports your contention that Cisco Systems is owned by "a company out of the PRC..." can you provide a link or a reference to that statement?

Let me see what I can dig up- it was about four years ago, it was either an acquisition, merger with the Chinese firm being the bigger partner, or a strategic alliance to gain access to the PRC fabs that involved signing over everything in terms of tech specs to the fabricators. Take me a bit to track it down.

End of the story is, if it is Cisco, someone with a taste for messing with western networks can change the design at the shop and/or has all the source code and hardware schematics

Becuase security is like redundant systems- the bean counters see things that aren't actively building profit as generally not having value.
