Good luck in the search. For what it's worth you might want to check some antique farm tool places. I know waaaay back in the day my uncle had a tool with U-bend handle crank that would tighten wire around hay stacks. I think this may be the kind of thing you are talking about. But that tool was old as dirt when I was a kid. No clue if they are made anymore.
