I would add one of those cheap, lightweight, disposable dollar ponchos. It would likely get use, and would protect somewhat from hypothermia in an emergency situation.

Two large orange garden bags are light and take up no space. You could make a tarp like shelter if needed, or more likely, you will always have spare bags on you if needed.
