I would add one of those cheap, lightweight, disposable dollar ponchos. It would likely get use, and would protect somewhat from hypothermia in an emergency situation.
Two large orange garden bags are light and take up no space. You could make a tarp like shelter if needed, or more likely, you will always have spare bags on you if needed.

well, I live in So-Cal, but I guess that a poncho wouldn;t hurt, but I don't think that I have the room for one, and i actually like getting wet when it rains, as is hardly ever rains...

for HS some things I might consider; a buff or bandana which could replace the mask, clear cheap safety glasses or low tint sunglasses for eye protection for mostly high wind, map of the city in case you unexpectedly end up somewhere unknown (like a kegger or feedtrip gone wrong). finger nail clippers could replace a small cutter or try a swiss key that is rarely ever noticed on a key ring. a swiss fire starter might be allowed.
The +1 for being in HS is that while at school during an emergancy, you're priority #1.
Make a separate kit for after school.

When I was in high school we carried pocket knives at our own risk. Some teachers did not care and we used them in class as needed others would have surely suspend us or reported us to the principal.
Ditto that. Had to use my pocket knife in 10th grade to dissect a fetal pig because the school's scalpels were too dull. Ha ha! We mainly used ours to open boxes, but we also discussed ballistics and rifle choices with said teacher and other related things. Some teachers can treat children as adults others can't. (This was in 11th and 12th)

[quote=samhain][quote=ToddW] Some teachers can treat children as adults others can't. (This was in 11th and 12th) 11th and 12th graders are children. Nothing is more childlike than for them to try to act lke adults. They / we want so badly to be adults at that age that we do adult things - usually without understanding or appreciating the consequences. Hopefully teachers let us explore a little but also remind us firmly that we are not adults and will be able to look back to see how childlike we still are in a few years. Any teacher or parent treating 11th or 12th graders as adults is just holding their breath hoping the kids won't screw up too badly before they finish growing up.

18 is plenty old enough to be considered an adult, if you were raised that way. Though, I've seen many older people that should never be considered an adult :p

Back when I was in high school, '82-'86, I carried a SAK. The swisschamp which is no longer marketed or under a new name. In '84 I got a "superswisschamp", which is now the swisschamp model. If you decide to carry a SAK, I'd say get one of these even if they are on the big side. Should slip right into your watch pocket;) assuming its ok for you to do so. I had teachers that never batted an eye, others I knew better than to pull it out in front of. We didn't have a "zero-tolerance/zero-intellegence" policy, but I still didn't feel it worth the risk. This was in New Jersey, in a more suburban/rual area so there there was a little more understanding. If you can't or decide against it id say the EMT shears will go a long way to acheiving your cutting goals. IIRC there is a member here who carries a set as her only sharp. Bandanas/hankies may slip easier under the radar than dust masks as someone else mentioned. Other than that it looks like overkill at a minimal weight-good thing Jace -Bill Liptak
