I believe both counties you listed are VERY EXPENSIVE to live in.
Bordering State land or National forest (if different) would be awesome!
I think that you need to have a look at
www.dslreports.com and you'll see the 1:1 Correlation between "Cheap Land" and "No Broadband"
For example, this map:

Just because DSL is at a central office, it does not mean there's DSL at a particular home served by the Central Office.
