Over the last couple of months I discovered horse flies.  Those monsters apparently thought I tasted great, they would bite huge chunks out of my back, thru my shirt, while ignoring everyone around me.  I knocked a bunch of them out of the sky with my Tilley, then turned them into grease spots on the ground with my boots.  So I guess this could work.  As long as you are ready and willing to stomp the badguy into the dirt after you slap him/her with your hat...

My personal opinion as someone who's done martial arts of various types (TKD, Karate, Boxing, and over 7 years of phillipine stick/knife fighting) ....
 Wouldn't work.
 
 If you want specifics, I can name a few, but frankly if you're down to your HAT as a self defense weapon, you really should rethink your EDC or work on getting disarmed less yourself.

I'm with garland. I don't have the same martial arts experince but I have some and there are few things I'd want in my hands in a fight.
 Your hands are more dynamic than any weapon. They can punch, poke, grab, slap, hold, rip, tear, etc. They can also be just as good of a diversion if you know how to use them...just ask any boxer.
