I couldn't follow think link either, but the story is about moving a lab that does research into animal diseases, particularly foot and mouth. Right now, I think the lab is on Plum Island, at the far eastern end of Long Island Sound, northeast from Orient Point.

The proponents of it in the Bush Admin. say that modern lab procedures are sufficient to avoid outbreaks, caused by the lab.

I am not sure Ft. Detrick wants any more issues to deal with right now:

Frederick County despite large scale urban development still has many farms and the public image of bringing additional disease realted issues would not go over well right now. Although, we do have an USDA Infectious Plant Pathogen Labortaory that seems to go unnoticed.
