It's not the Starbuck's timeline you have to worry about. If FEMA is running things, they may allow Starbuck's to set up 12-14 weeks after the event (and only after they can confirm in writing that the operation will conform to the Davis-Bacon Act and the Stafford Act). Remember, for FEMA a disaster is not a human suffering problem - it is first and foremost a paperwork problem and a CYA problem. You want to make sure you can't fail an audit in the future. Hurts career advancement, you know.

Congratulations on the contract and recognition that comes with it! Then again, since you announced it on a fictitious day my congrats will also be fictitious. That introduces another problem: If the release was on a fictitious day and you received fictitious congratualtions will any non-fictitious people see it? I hear Rod Serling calling.
