It would probably work in fairly mild, calm conditions, but I wouldn't want to rely on it in a typhoon. At forty bucks, don't expect quality stitching.
Let me add that I have no personal experience with this particular tent. In general, fiberglass poles are a sure sign of cheap production - something that will fail when you need it to work in extreme weather. A tent of that sort is going to cost at least $150, but it will be something you can rely on in severe storms.
My vote would be for a Sierra Designs Flashlite - a classic, proven design. If bugs aren't a problem, I would go with just a tarp (but you are talking about Singapore, right?). <img src="images/graemlins/smile.gif" alt="" />
