I saw the Leatherman Kick in the list and that is a great start. I know any marginally informed and skilled person would love to have the contents of the kit you have assembled.
I do not know your local knife laws but would a small 3 to 4inch locking folding knife be overkill for the target market? While some find fixed blades overkill, I personally like having one or both with me at all times in addition to a multitool.
Extra duct tape [small roll (20 or 30 yrds) attached via a loop of 550 cord to outside of pack.]
One other thing, some type of sharpener, possibly a pull through style, as most people these days unfortunately were not taught to use a bench stone or some other sharpening technique.
Lastly, what about hand warmer packs? One of my best friends used them for maintaining core body temp while in the USMC, when pulling guar duty on below freezing nights.
