I think shelter-in-place is far more likely in my situation. I live on a peninsula in the San Francisco Bay Area, and it's likely all roads will be impassable, and walking out would not be possible.
In addition to your tools, your mention of lack of power brings to mind single-serving containers of food. Since the fridge will be out, having a big can of beef stew may mean spoilage if it isn't eaten directly after opening.
Shelter in place is something everyone should keep in mind - after a tornado or earthquake or big fire, the damage is done, leaving may not be possible, it may not be desirable as the Red Cross/Salvation Army/etc pour into the disaster area to provide aid.
