The first three letters are simply the Cyrillic letters for PVA. A russian P is written like the Greek letter Pi - looks like a two-legged table. The Russian V is written like our capital B. And the A is the same in both languages.
The second word is simply Russian for "glue". (It's pronounced something like the word "clay" if you're interested.)
