The sad truth is that many of the things that we see on the roads are not violations that an officer can actually issue a citation for.

Example: In CA, when citing someone for exceeding the safe speed limit, the officer must put what he/she considered the safe speed limit to be at that time, in addition to the speed the vilator was going, and the posted speed limit. I learned the hard way that an officer can not put zero as a safe speed. In many cases that means that the only section left would be reckless driving, and sometimes you KNOW that a reckless will not fly, so all you can do is give a verbal warning. Then go kick your tires or something to work off the frustration...
