That was an informative write-up, Doug. All the evidence points to this PLB being a scam. They should have summarized what you explained and said the $25,000 is for helping them at the initial stages. They really drove the scam home when they said "production ready working prototype". If that were true, shouldn't they be shooting for millions of dollars?
One caveat, it is possible that a marketing guy (the type of guy who dropped out of engineering to pursue marketing) put that page together, while the real engineers do not have time to deal with marketing.
