In times of affordable night vision devices and IR cameras might be able to aim even without a flashlight. With a M134 the enemy can aim in the general direction of the light mounted on the handle of the shovel.
As a civilian I would not worry too much about being shot at while using a shovel. In my neck of the woods the mount for the flashlight cannot be owned legally anyway.
