Interesting that Texas is #40. It seems ranking is based on $$$ spent by the state for emergency preparedness plus EMTs/100,000 people. A ranking of states by prepared/self reliant citizens would be interesting but impossible to create.

I, unfortunately, concur. Given that a large chunk of the prepper community seems to be less then enamored with government emergency management agencies, an accurate survey would be impossible. It would be like taking a survey at a POSTERKNOWSBETTER/FAVORITENUTTERS rally.

That being said, it'll give you some perspective on the line between being adequately prepared for a disaster, and overkill.

Regardless of how much money is spent, what would be pertinent is the effectiveness of disaster response. Judging from the response to Sandy, effectiveness does not always correlate well with expenditures.

How do the individual states rank in disaster response effectiveness?

I believe that the survey used something like a hundred different categories to come with their rankings.

They're pulling in some serious data to make decisions. This is not anecdote base pseudo science. There are 134 metrics (measurement and evaluation criteria) spread across six categories:

*Incident & Information Management: 21 metrics
*Healthcare Delivery: 28 metrics
*Countermeasure Management: 19 metrics
*Environmental & Occupational Health:17 metrics

Also, the foundation paying for the studies (Robert Wood Johnson, of Johnson and Johnson fame) appears to be a legitimate philanthropy and not a political mouthpiece. So, the results presented are probably accurate enough to base decisions on.
