Thanks to everyone who contributed on my earlier thread on this subject. It was well received and I was asked to expand that into something that could be included as part of a newsletter. This is my first public draft and I'd appreciate any feedback. Keep in mind that this is specifically targeted towards high school age drivers.

I know I need to work a bit more on the introduction and conclusion.

That is an ambitious project but you seem to be off to a good start, I like the idea of flowcharting basic problem resolution to prevent more damage being done from them guessing and trying out various things. I include a printed list of all the items in the vehicle and their location as a reference, this is kept in the glovebox both to prevent useless rummaging and for the benefit of someone in the car who may not be familiar with it.

Good list of items, I would add some T/P and hand sanitizer and a whistle.

A step by step guide to what to do after an accident?

After even a minor fender bender you are probably shaken up enough to not know exactly what to do. A written checklist of what details to give, and importantly what details to get from, the other person would be useful - especially for your kid's first accident.

Depending on your state you might have to call the police or report even a non-injury accident if a certain value of damage is done.

Our company vehicles came with a checklist (mainly to do with never saying anything that might be accepting liability) but with a useful form to fill out including addresses and a sketch of what happened.

Our insurance agent used to give out accident kits that had a form to fill out, a diagram to re-construct the accident, witness cards etc., you might check to see if your agent has something similar.

Incase you didn't list it (I didn't see it) Wal-Mart sells "Accident Report" kits. It's a disposable camera and forms you fill out to exchange with people for insurance, license info and so forth.
