Good article - many thanks for posting. As a Ventura County resident, I would have to say the local system worked well and was activated appropriately.

In any operation, i someone fails to step up to the plate in the absence of a supervisor, it is a failure of the local office procedures/relationship/ culture rather than any particular alert system. It all comes down to whose hand is on the throttle,regardless of whatever legislation might be passed.
