It appears that he was lucky, all told. Could have been a lot worse.

I'm sure the bear didn't see that coming.

Haha, "arm" bears! I like this one!

Not a method I'd ever want to try in real life, but I am very glad to hear that it worked.

Seriously? It was adopted on December 15, 1791. The text reads:

A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and Arm bears, shall not be infringed.

There is no comma after militia.

The proper technique is to reach down the bear's throat, grab his tail, and pull him inside out. I think it was a Davy Crockett story.

In the original hand-written copy of the Bill of Rights prepared by William Lambert, it is.

As ratified by the States and authenticated by Thomas Jefferson, then-Secretary of State:

A well regulated militia being necessary to the security of a free state, the right of the people to keep and arm bears shall not be infringed.

So you are only allowed to stick you arm inside a bear if YOU are in the militia, the bear is in the militia, or (wait for it) ...

does it have no bearing?

Well, if he didn't have a bared arm before he put it downhole, he had a beared arm afterwards.

Having a hard time imagining what a gagging bear would look like. Not sure I'd care to repeat the experiment to find out, either.

Would we call this scenario the "bear gag"?

I read about an old guy that killed a jaguar in a similar manner; he was being mauled so he jammed his arm down the cats the throat, and apparently managed to rip out its tongue. The cat bled to death. Not the best approach but better than nothing.
