Coffee. While I’m not a big fan of instant coffee, Starbucks Via is pretty decent and it’s packed with my isopropane stove in the emergency kit. At any given time, I’m only five or so minutes from a cup of hot coffee.

Not sure that a caffeine laden cup of coffee is a luxury. It just might make a notable difference in many situations.
My emergency kit has exactly the same rig and has for many years....

A Kindle eBook reader with about a dozen book choices loaded beyond the one being currently read
A small, ancient SanDisk SANSA Clip MP3 player with earbuds, loaded with my audiobook du jour
A couple of different colored 3 foot pieces of kernmantle climbing accessory rope (5mm?) for knot tying practice
An insulated coffee mug (full) - oh wait, scratch that - it is not "comfort", it is a critical infrastructure "need"

Most "emergencies" for me are really delays; I need to sit for 5 minutes or five hours till things get going again ( Airports, waiting on a car in the shop, etc) so
- a book
- a phone battery or charger
- snacks
- pen and paper
