I suspect there are an interlocking series of committees that approve acronyms. In a GS office I used to frequent, back in the days before computers, I used to flip through the books they had. One was a series of books, about three feet linear, of reference on just acronyms. And, as I understand it, that was the abridged version that only covered the most frequently used acronyms. The military has always had a love affair with acronyms.

One time the secretaries had a problem, they have to check the acronyms for accuracy before sending messages. Operating from phonetic shorthand notes they knew the manager has talked about the "AG and C" but they couldn't find any reference to it. So they kept moving the research up through various authorities and reference sets. Certainly there had to be an 'AG and C' somewhere in the federal system. It sounded familiar.

Eventually, all resources expended, they were forced to admit defeat and contact the manager via satellite, a big deal at the time, and ask what he meant. Turns out he was talking about resources we had in the Aegean Sea.

Probably the same way everyone does, sit around and try to think of a funny acronym.
The person in my group at work who owned the System Monitoring And Reporting Tool left our group so were taking it over and adding And Security Services to the end.

Having spent time at the PEO Air Soldier program office in Huntsville AL, I found out that the there is a ditch kit is the bag that is attached to the helos, either in the cabin or in an externally available compartment. It's been undergoing internal review and enhancement for a few years. The SKRAM modular piece is part of the ALSE body kit pilots wear during flight operations. My firm was contacted by the PEO to provide assistance in assessing the fit and fitness of of the survival gear. That contract hasn't come thru, yet, but since these program can take 3-5 years to complete I still have hope.

LOL, as I was reading your post I was thinking "the mystery term is 'agency'". Guess I should have looked it up in the manual...
