The kits, which cost £100, have to be bought by residents themselves and are being recommended in case of hurricanes or floods. So do they HAVE to be bought or are they recommendations I can understand people being pissed about being FORCED to buy something. If that's not the case then never mind.

100 British Pounds sounds pretty steep. I'd better that they could do better by getting a good checklist and buying the goods on their own.

£100 is still only about $150US. A half decent sleeping bag, boots and a camp stove would take a big bite out of that. As the story points out they are thinking most people would have most of the kit already in their household supplies.
A lot of things can be used to substitute for recommended items too.

To have a camping stove is maybe a bit extreme, but the other items we think are just common sense. These are kind of things people would have in their homes How can they say having a camp stove is a bit extreme? I have two in our house, 1 butane and 1 Coleman fuel

I, too, have camp stoves (propane, white gas, and alcohol), I am not sure just exactly how many (at least nine, four of which are alcohol), but we live in a fairly outdoorsy section of the country.
I'll bet that few than 50% of households in the US have something that could pass for a camp stove. Think of all those huddled masses in urban ghettos (in places like Chicago).
There must be a site on the internet that has this info....
