No doubt if you've been a copper for 30 years, you've seen just about everything. And the temptation to send the cocky new guy on a goat-fetching errand would be irresistible. I suspect the job breeds a unique sense of humour, and it pops up in absurd situations like this.
Now, we shouldn't beat up on the lady or the young cop too much. People who haven't dealt with large(r) animals really don't know where to start, or how to assess risk. These are learned skills.
However, after consulting DW, I believe the lady in question made one substantial tactical error: never try to calm a grumpy old goat in a foul humour by presenting beer containers that are utterly devoid of beer. Tossing a couple of FULL Coronas would have had that old goat purring like a pussycat.
